TRORC is a compact of thirty municipalities in east-central Vermont, and was founded in 1970 by acts of its constituent towns. It is not a part of State Government, but is governed by a Board of Representatives appointed by each of our member towns. Our primary goals are to advocate for the needs of our member towns, and to help bridge the opportunities and concerns that exist between towns and the State. The Commission's staff provides technical planning services to town officials, and acts as a resource to local government. TRORC works with our regional block grant partners -- Green Mountain Economic Development Corporation (our regional development corporation) and Eastern Vermont Regional Marketing Program (our regional marketing organization) -- on joint projects to improve the economy of the region.

Vermont Employment Growth Incentive Program

The Vermont Employment Growth Incentive (VEGI) program provides financial support in the form of cash payments for growth in employees and investments in capital facilities, machinery, and equipment. In addition to the VEGI program, assistance is also available to municipalities for infrastructure development through the Tax Increment Financing (TIF) Program. These economic incentives are managed by the Vermont Economic Progress Council (VEPC) - an independent board consisting of nine Vermont citizens appointed by the governor that considers applications to the state's economic incentive programs. The Council is attached to the Vermont Agency of Commerce and Community Development, and works closely with the Department of Economic Development.
