Project Expediter for VT Fuel Efficiency Partnership
Vermont Fuel Efficiency Partnership (VFEP) is a collaboration of CVCAC Weatherization,
Vermont Housing & Conservation Board, Efficiency Vermont, the other four Vermont
Weatherization agencies and housing organizations statewide. Our purpose is to improve the
state’s affordable housing by incentivizing more comprehensive energy retrofit work than the
separate programs have been able to accomplish in the past.
VFEP began about a year ago designing and implementing protocols. To date, we have
performed energy analysis and cost-effectiveness screening on more than 65 buildings,
containing over 570 dwelling units. But we have completed construction on only 4 buildings.
The balance are working their way through the process of satisfying funding requirements (such
as §106 Historic Preservation review), preparing bid specs and conducting the bid process.
Many of the owners of these properties are understaffed, and/or unfamiliar with efficiency
retrofits and complicated funding requirements. Taking jobs from work scope development to
specs and bids has proved more challenging than expected.
We are seeking to retain consulting services to expedite these projects by assisting the owners’
project managers. The expediter’s role will be to determine on a daily basis what issues are
slowing the progress of each of these projects, and resolve them.
The skills and knowledge this person should possess include:
1. Ability to establish rapport and work constructively with a variety of people. Daily
contact with many different players is required.
2. Knowledge of construction, construction specifications, and construction management.
Ability to adapt general specs to particular projects is required.
3. Demonstrated ability to work without supervision, to manage multiple projects, organize
tasks and set goals and objectives, and to accomplish goals.
4. Familiarity with, or ability to work through, requirements typical of federally funded
projects.
5. Understanding of energy efficiency terms, basic building science, physics and math.
Advanced background in this area is preferred.
6. Excellent communication skills, both oral and written. Very good computer skills.
7. Ability to travel statewide; reliable personal vehicle, valid license and insurance.
We are seeking a commitment for 30 - 40 hours per week for a period of 3 months, with a
possibility of continuation. This position will be paid at a fixed hourly rate from CVCAC. The
consultant will be jointly funded by CVCAC and VHCB.
